The First Amendment guarantees every American the right to petition their government for redress of grievances. Constituent service is how representative democracy answers when they do.
OUR MISSION
When a constituent asks their Representative for help, someone should answer.
Constituent service — casework — is the work of helping Americans navigate and resolve otherwise intractable problems with government programs and services, and it is more important than ever in an environment of declining trust in government. Every legislative office conducts constituent service work, but the service provided can be inconsistent, the signal it generates rarely reaches the policymaking process, and many Americans who could benefit never know it's a resource.
The Constituent Service Institute researches, trains, and champions this work at all levels of American government. We work toward a world where every constituent can expect compassionate, competent service from their elected representatives in a time of need; where constituent service is a recognized profession with clear standards and rewarding careers; and where casework is understood as core to representation — the keystone of an effective policy feedback loop, and fertile ground for the kind of cross-partisan cooperation good government depends on.
WHAT WE DO
CHAMPION
Casework is the government's most direct window into how constituents experience and understand the government, yet this expertise is inconsistently valued in legislative institutions — and little-understood by the public who benefit from this service. The Constituent Service Institute champions casework through institutional advocacy, elevating caseworkers’ subject-matter expertise and building the pathways they need to move beyond individual fixes toward solving casework's root causes. We also champion the practice of casework itself through strategic communications that build broad support and help policymakers, funders, and the public understand why this work matters.
RESEARCH
Despite taking up a significant share of legislative capacity, constituent service is surprisingly little-studied. The Constituent Service Institute is building that evidence base from the ground up, documenting the state of constituent service today, who conducts it, what issues it surfaces, and where institutional supports can go further to professionalize the practice and ensure that every constituent receives excellent service. At the same time, we're researching why casework matters: how responsive constituent service builds the kind of durable trust with voters that translates into electoral resilience, and what that means for the next generation of elected leaders.
TRAIN
From Capitol Hill to state legislatures, casework is often learned on the fly, with little formal training or infrastructure available anywhere. The Constituent Service Institute trains congressional and state legislative staff, the public, journalists, and civil society organizations — building fluency in the fundamentals of casework while also developing next-level, advanced techniques for legislative offices ready to move beyond individual case resolution and push toward fixing the systems and statutes behind recurring problems.
THE ECOSYSTEM
Constituent service is the critical link between constituents, the Legislative Branch, and the Executive branch. Strengthening this work is a force multiplier for efforts to improve policy feedback loops, service delivery, innovative engagement methods, civic education, and more.
